I live in the United Kingdom, there is a price difference in the central heating for 8 hours at 20 degrees and go slowly at 28?
I have the thermostat is turned on in two days and 8 hours, but when changing the temperature - it on my bill?

The short answer is yes. The loss of heat at home is a function of the temperature difference between inside and outside. If you keep warm, then the temperature difference is greater, so the rate of heat loss is greater. The heat is lost will be replaced by central heating.
